Colombia’s labor landscape is undergoing a significant transformation with the enactment of Law 2466 of 2025, a landmark reform aimed at promoting decent and dignified work across the country. Signed into law on June 25, 2025, this reform introduces critical updates to the Colombian Labor Code, affecting employers and employees. For businesses, understanding these changes is essential to ensure compliance and foster a productive workforce.

Key Changes in the Colombia Labor Reform 2025
The following provisions, derived from Law 2466 of 2025, have been approved and published. These changes aim to enhance worker protections, formalize employment, and adapt to modern work dynamics, including remote teams and digital platforms.
1. Increased Surcharges for Sunday and Public Holiday Work
The reform introduces a gradual increase in the surcharge for work performed on Sundays and public holidays, moving from the current 75% to 100% of the ordinary hourly wage. The implementation schedule is as follows:
- July 1, 2025: 80% surcharge
- July 1, 2026: 90% surcharge
- July 1, 2027: 100% surcharge
2. Redefinition of Night Work Hours
Starting January 25, 2026, the night work period will begin at 7:00 p.m. instead of the current 9:00 p.m., with a 35% surcharge on ordinary wages for these hours.
3. Formalization of SENA Apprentices
Effective July 1, 2025, apprentices under the National Learning Service (SENA) will have formal labor contracts. During the training phase, they will earn 75% of the minimum wage, and in the practical phase, they will receive 100% of the minimum wage, along with full social security contributions, bonuses, and vacation rights. Companies failing to hire the required number of apprentices will face a monthly fine of 1.5 minimum wages per uncontracted apprentice.
4. Mandatory Hiring of Persons with Disabilities
Starting July 1, 2025, companies with over 500 employees must hire at least one person with a disability for every 100 workers. This measure promotes workplace inclusion and aligns with international labor standards.
5. Regulation of Digital Platform Workers
Effective June 25, 2026, workers on digital platforms (e.g., delivery or ride-sharing services) with conditions of subordination or economic dependency will gain full labor rights, including social security contributions. The reform distinguishes between dependent and independent platform workers, with specific rules for each.
Why These Changes Matter for Employers
This Labor Reform 2025 reflects a commitment to fair labor practices and aligns with global standards set by organizations like the International Labour Organization (ILO). These changes bring both opportunities and challenges:
- Opportunities: Enhanced worker protections can boost employee morale and productivity, making Colombia an attractive destination for talent acquisition. The formalization of SENA apprentices and platform workers provides access to a larger, more skilled labor pool.
- Challenges: Increased surcharges and mandatory hiring requirements will raise operational costs. Companies must proactively adjust payroll systems, contracts, and HR policies to remain compliant.
